Create a local admin user

Some employees need administrator rights on their computers. Users with administrator rights should only be created by HIH IT.

These users have the following naming scheme
UserID: userid-admin
Name: First name, Last name + " Admin"

Example:
UserID: kbeyreuther-admin
Last name: Beyreuther Admin
